Judiciary; increases number of judges in specified judicial circuits; increases number of judges in specified county courts; provides that act does not preclude Governor from simultaneously notifying any judicial nominating commission of any vacancies created in this act, whether or not vacancies may be filled on same date. Amends 26.031, 34.022.
