Bicycle Regulation/Helmets/Safety; revises safety standard requirements for bicycle helmets that must be worn by certain riders & passengers; provides for enforcement of certain bicycle equipment requirements; provides penalties for violations; provides for dismissal of first offense. Amends 316.2065.
