Electronic Monitoring; authorizes bail bond agents to be vendors of electronic monitoring services; authorizes said agents to contract with third-party vendors to provide such monitoring of pretrial releasees in certain circumstances; authorizes bail bond agents to register with government entity to provide electronic monitoring services in certain circumstances; provides for electronic monitoring of persons on pretrial release, etc. Amends & creates FS.
