Professional Services Acquisition; revises certain definitions; defines term "negotiate"; provides additional criteria for processing bids to purchase professional services that exceed certain threshold amounts; requires agency to reject proposals & reinitiate procurement pursuant to competitive selection under certain circumstances. Amends 287.055.
