Natural Resources; revises membership of Boating Advisory Council; increases terms of office of members appointed by Governor & limits number of consecutive terms they may serve; revises provision barring transfer of saltwater products license; revises provision re annual fee that individual, firm, or corporation must pay for license; reduces stone crab trap certificate transfer fees, etc. Amends 327.672,.803, 370.06,.13, 373.118; repeals 372.674.
