Motorsports Entertainment Complexes; provides for distribution of portion of revenues from tax on sales, use, & other transactions to certified motorsports entertainment complex; provides for certification of said complexes by Office of Tourism, Trade, & Economic Development of Executive Office of Governor; provides requirements for certification; provides for annual recertification; provides for use of funds distributed to said complex, etc. Amends 212.20, 288.1170.
