High-risk Sexual Offenders/Predators; cites act as "Sexual Predator Elimination Act"; prohibits prosecutor who charges person with certain sexual battery violations from presenting or entering into certain plea bargains; provides that sexual predators who commit sexual battery against certain victims shall be sentenced to life in prison without possibility of parole or gain-time, etc. Amends Ch. 794, 1012.465; reenacts 1012.32(2)(a), (b), & (c).
