Regulation of Wells; authorizes licensed water well contractors to facilitate work by certain licensed contractors under certain circumstances; requires DEP to establish by rule a fee to cover cost of implementing continuing education requirements; provides maximum fee amount; authorizes dept. or water management district to contract with private entity to carry out certain responsibilities re continuing education, etc. Amends Ch. 373.
