Ad Val Tax/Waterfront/Rental Housing; constitutional amendment to provide that, for purposes of securing just valuation of property for ad valorem taxation, property used exclusively for working waterfront purposes or affordable rental housing purposes may be classified by general law & assessed solely on basis of character or use. Amends s. 4, Art. VII.
