Title Loan Lenders; includes title loan lenders within prohibition against counties & municipalities regulating certain entities subject to jurisdiction of Financial Regulation Office of Financial Services Commission; requires payment of license fee prior to being issued license; revises maximum interest rates chargeable on title loans; provides alternative requirements for title loans made to certain military personnel, etc. Amends FS. APPROPRIATION: $706,775.
