Eminent Domain/Limitation of Power; limits circumstances under which state agency, political subdivision, or corporation acting on behalf of said agency or said subdivision may use eminent domain to take private property that is used as residence & convert it to commercial or industrial use; limits percentage of said property which may be taken within zip code if such property is used as residence by elderly person or person whose income is at or below federal poverty level, etc.
