Class Size/Classroom Instruction; constitutional amendment to require school districts to expend at least 65 percent of their operational funds for classroom related instruction as defined by law; to provide flexibility for school districts in meeting class size reduction requirements by calculating compliance at school district average number of students who are assigned to teacher in specified grades, etc. Amends s. 1, Art. IX.
