Special Election/Hernando County; validates all acts & proceedings had & taken in connection with special election held in county on March 9, 2004, to authorize levy of discretionary sales surtax in county for purpose of providing funds to finance cost of new facilities consisting of new schools, equipment, & such improvements associated with such schools within county; declares such special election legal & valid; provides severability.
