Patient Safety & Provider Liability; creates Patient Safety & Provider Liability Act; provides limitation on noneconomic damages for hospital facility that complies with certain patient-safety measures; provides requirements for hospital to demonstrate that it is engaged in common enterprise for care & treatment of patients; provides for limitations on damages for eligible hospitals that are certified for compliance with certain patient-safety measures, etc. Amends FS.
