Home Court Advantage Pilot Program; provides legislative intent; requests chief judges of Thirteenth & Sixth Judicial Circuits to adopt certain rules & procedures for establishment of pilot program in Hillsborough Co. & Pinellas Co., respectively, for purpose of resolving disputes re deed restrictions or covenants in deed-restricted communities; provides for jurisdiction, filing & complaint procedures, appeals, qualifications, compensation & term of off., & code of ethics, etc.
