State Appropriations/Scripps; requires that certain funds remaining undistributed on specified date be returned to General Revenue Fund; appropriates funds to Tourism, Trade, & Economic Development Office for purpose of funding Scripps Florida Funding Corporation if certain contracts are executed; provides for funds to be returned unallocated to General Revenue Fund if such contacts are not executed by end of 2006-2007 fiscal year.
