Job Opportunities for Youths; provides legislative intent to support statewide vocational training & placement provided to at-risk youth through Professional Opportunities Program for Students, Inc.; requires that program proposals be submitted to Workforce Florida, Inc.; requires report to Legislature; revises percentage of monthly collections of excise taxes on alcoholic beverages to be deposited into Alcoholic Beverage & Tobacco TF, etc. Amends 561.121, 563.05.
