Minority Student Achievement Council; creates Minority or Underrepresented Student Achievement Council; provides for appointment & qualification of members; provides requirements for meetings; requires Education Commissioner to organize initial meeting of council; requires council to submit annual report to Governor & Legislature; requires each school board to discuss number of high school students taking advanced-placement courses, etc. APPROPRIATION: $50,000.
