Enterprise Zones/State Incentives; authorizes DOR to adopt rules for purposes of transferring certain enterprise zone jobs credits; authorizes certain eligible businesses to transfer unused enterprise zone jobs credits; provides requirements & limitations. Amends 212.096, 220.181, 290.007.
