State Long-Term Care Ombudsman Prog.; revises provisions re qualifications of State Long-Term Care Ombudsman; revises duties & responsibilities of said ombudsman; revises duties & membership of State Long-Term Care Ombudsman Council; authorizes Secretary of Elderly Affairs to recommend to Governor appointments for at-large positions on state council; requires rules for receiving, investigating, & assessing complaints against long-term care facilities, etc. Amends Ch. 400.
