Nonjudicial Sale of Vessels; revises notice requirements of marina having possessory lien on vessel for unpaid costs, charges, or fees prior to nonjudicial sale of vessel, including expenses for removal & disposal of certain vessels in wrecked, junked, or substantially dismantled condition; reduces time allowed to pay fees, charges, & costs giving rise to lien prior to sale; provides for suspending application for certain time after named storm, etc. Amends 328.17.
