Insurance Commissioner; constitutional amendment to create position of Insurance Commissioner, who will be elected member of Cabinet; creates specified Article of State Constitution to prohibit certain campaign contributions to or solicitation of certain campaign contributions by or on behalf of candidates for office of Insurance Commissioner. Amends s. 4, Art. IV; creates s. 8, Article VI.
