FWC/Powers/Marine Species; revises provisions re powers of Fish & Wildlife Conservation Commission; provides for commission to exercise constitutional rulemaking authority over marine species listed as endangered or threatened; reenacts specified provision re illegal use of nets, for purposes of incorporating amendment to specified provision in reference thereto. Amends 20.331, 370.025; reenacts 370.093(6).
