Rural Economic Development; establishes Fla. Rural Economic Development Commission under DOACS; provides that meetings & records are subject to specified provisions re public records & public meetings; provides for purchase & sale of rural development loans; authorizes issuance of bonds; provides any pledge of funds, assets, or revenues is subject to lien; exempts property & obligations from local & state taxes, etc. Creates 291.011-.211, 159.8082; amends 159.804,.809.
