Water Management Dist./Millage Rate; provides that said district's millage rate is subject to annual authorization by Legislature; requires Legislature to annually review said district's millage rate; requires Legislature to annually set revenue authorized to be raised by each said district from ad valorem taxes; provides that said district's fiscal year begins July 1; provides timeline for said district's budget submission; provides for implementation. Amends 373.503,.536.
