Mark Wandall Traffic Safety Act; creates said act; provides for county or municipality to enforce traffic control signal steady red light indication using traffic control photographic system; provides system capability, design, & implementation requirements; provides for citation of motor vehicle owner; revises definition of term "habitual traffic offender" to include certain number of violations of said signal steady red light indication within certain timeframe, etc. Amends FS.
