Research, Planning, & Development Authority to exercise authority within research, planning, & development area for biomedical research, planning, & development purposes; designates Administration Commission as governing board of authority; provides comprehensive plan development & adoption requirements & procedures; provides for appeals of local government implementation of plan, etc.
