Department of Interior/FWC; constitutional amendment to create Cabinet office of Director of Interior for supervision of matters pertaining to state's natural resources, create Interior Dept. to be responsible for conserving & protecting natural resources & scenic beauty of state, & abolish FWC; provides effective date of January 6, 2009, for creation of Cabinet office of Director of Interior, etc. Amends ss. 4 & 9, Art. IV, s. 23, Art. XII; creates s. 26, Art. XII.
