Council for Services for Seniors; creates independent special dist. to provide funding for said services; creates governing board for dist.; requires council to maintain minutes of each meeting & to serve without compensation; requires council to prepare tentative annual budget & to compute millage rate to fund said budget; requires that all tax moneys collected be paid directly to council by Broward Co. Tax Collector, etc.
