Substance Abuse Treatment/DOC; requires DOC to assess needs of all inmates for substance abuse treatment services; requires person under supervision of dept. to participate in & complete said treatment & rehabilitation program in order to be eligible for employment by any agency of state or to apply for license, permit, or certificate required by any agency of state to practice occupation, trade, profession, or business, etc. Amends 397.754, 775.16, 944.473.
