Educational Loan Marketing; creates Educational Loan Marketing Corporation of Florida, Inc., to provide services as secondary student loan market; authorizes corporation to borrow through public bonds & private financial sources; provides uses of proceeds of corporation; requires corporation to submit business plan to DOE; requires revenues of corporation to be used for providing secondary student loan market services, etc. Creates 1009.9997.
