Substance Abuse & Mental Health; revises duties of Fla. Substance Abuse & Mental Health Corporation; requires corporation to ensure provision of services that promote recovery & resiliency-based systems of care; repeals provisions re expiration date of certain provisions of law re Mental Health & Substance Abuse Program Offices & appointment of Assistant Secretary for Substance Abuse & Mental Health & other personnel, etc. Amends 394.655,.66; repeals 20.19.
