Public Counsel; deletes power of Committee on Public Service Commission Oversight to appoint Public Counsel; transfers responsibility for appointing Public Counsel from said committee to Attorney General; provides authority of Legal Affairs Dept. re employees of Public Counsel & their qualifications & to retention of attorneys & experts; deletes declaration that Public Counsel is part of legislative branch, etc. Amends Ch. 350, 112.324.
