Agriculture & Consumer Services; clarifies that private investigative, security, & repossession services are licensed by DOACS; revises requirements for Class "D" private security license; defines term "caller identification service"; requires that person delivering liquefied petroleum gas in bulk comply with storage requirements; repeals provision which provides for Standards Div. of DOACS to report complaints received under Motor Fuel Marketing Act, etc. Amends FS.
