Residential Tenancies; revises & provides definitions; allows landlord to terminate rental agreement & recover liquidated damages for breach of agreement or charge tenant early termination fee, or both, under certain circumstances; provides limit on combined total damages & fee; requires tenant to indicate acceptance of early termination fee or liquidated damaged provisions in rental agreement; provides applicability & certain retroactive effect, etc. Amends 83.43,.595.
