Environmental Protection; clarifies who is liable for dumping under Florida Litter Law; deletes provisions re Keep Florida Beautiful, Inc.; places Adopt-a-Shore Program within DEP; requires that proceeds of fees paid for Wildflower license plates be distributed to DOACS; provides for management & disposal of storm-generated debris; revises provisions re distribution of waste tire fees, etc. Amends Ch. 403, 320.08058.
