Transportation Financing; constitutional amendment to authorize Legislature to provide for issuance of general obligation bonds by State of Florida to finance or refinance right-of-way & other real property acquisitions for transportation improvements to highways, rail facilities, public transportation, airports, & seaports & to finance or refinance bridge repair & replacement projects, etc. Amends s. 11, Art. VII.
