Sexual Predators & Offenders; requires distinctive markings for driver's licenses & ID cards issued to persons who are designated as said predators or subject to registration as said offenders; provides procedures for offenders to obtain such licenses or identification cards; provides for initial issuance; revises provisions re background screening for educator certification; revises provisions re periodic rescreening of such persons, etc. Amends FS. APPROPRIATION: $30,000.
