Water Management Dist./Millage Rate; provides that said district's millage rate is subject to annual authorization by Legislature; requires Legislature to annually review district's millage rate; requires Legislature to annually set amount of revenue authorized to be raised by district from ad valorem taxes; revises beginning & ending dates of district's fiscal year; revises date by which district must submit tentative budget to Governor & Legislature, etc. Amends 373.503,.536.
