Agric. & Consumer Services Dept.; clarifies that private investigative, private security, & repossession services are licensed by dept.; revises requirements for Class "D" private security license; prohibits telephone solicitor from blocking certain information from recipient's caller identification service; prohibits alteration of caller's voice during telephonic sales call under certain circumstances & for certain purposes, etc. Amends FS.
