FRS/Phased Retirement Program; revises definition of term "phased retirement program"; revises certain limitations on positions for which district school boards, community colleges, state universities, & Florida School for Deaf & Blind may reemploy member of FRS after specified period of retirement; extends participation in DROP to prekindergarten & K-20 employees receiving administrative authorization, etc. Amends 121.021,.091.
