Clinical Professionals; revises condition for waiver of communication of confidentiality; provides persons licensed or certified under Clinical, Counseling, & Psychotherapy Services Law with criminal & civil liability from certain disclosures; provides requirements for lawful use of title "social worker"; provides penalty for unlawful use of such title; requires DOH to adopt implementing & enforcing rules, etc. Amends 491.0147; creates 491.016.
