Cable Services & Video Programming; creates definitions re cable services & video programming; requires that each county & municipal franchise authority develop standards for providers of cable services & video programming within their political boundaries by specified date; requires each county & municipality to adopt ordinance embracing standards developed; repeals specified provision re minimum standards for cable television franchises, etc. Repeals 166.046.
