Recovery Liens/Vehicles/Vessels; applies certain vehicle towing & storage rates established by FHP Div. within certain counties; requires division to set certain maximum towing & storage rates for certain vehicles in certain areas of state; revises certain procedures for notification of lien for recovery of certain towing & storage costs; removes authority of HSMV to release certain insurance company information, etc. Amends 125.0103, 166.043, 321.051, 713.78.
