Diesel Fuel/Biodiesel Content; provides definition; requires that all diesel fuel sold or offered for sale in state for use in internal combustion engines have certain percentage of biodiesel content; provides effective date for minimum content requirement; provides exceptions; requires refineries & terminals to provide certain documentation for transfer or sale of biodiesel fuel.
