Nonresident Title Insurance Agents [EPCC]; provides additional requirements for nonresident title insurance agent licensure; revises unlawful rebate specifications; provides exception to prohibition against dealing in certain premium; revises rate & rate deviation requirements; revises determination of insurability & records retention requirements; revises requirements for estoppel letter; provides liability for title insurance agents recording certificate of release, etc. Amends FS.
