[OPCC]; authorizes amendment to district charter, subject to approval by vote of electors of district, to decrease number of members of board of trustees of district; authorizes amendment to charter, subject to approval by vote of electors of dist., to allow increase in minimum cost price or consideration of contracts involving acquisition of real or tangible personal property that would require two-thirds vote of dist. trustees & referendum election, etc.
