Safe Staffing for Quality Care Act [SPCC]; creates said act; prescribes safe staffing standards for health care facilities; requires licensed facilities to submit annual staffing plan to AHCA; provides standards for required skill mix; requires compliance with staffing plan; prohibits mandatory overtime; permits employees to refuse certain assignments & to report suspected violations of safe staffing standards, etc. Creates 395.051-.057.
