Infant Mortality [SPCC]; provides legislative intent re black infant health practice initiative; requires local community to develop team to serve as part of statewide practice collaborative; requires healthy start coalitions to conduct case reviews; requires certain public universities or colleges to provide technical assistance, to assist in determining certain criteria, & to present findings & make recommendations, etc. APPROPRIATION: $1,000,000.
