Temporary Alcohol Permit/Pinellas Co. [OPCC]; authorizes Alcoholic Beverages & Tobacco Div. of DBPR to issue up to specified number of temporary permits to nonprofit civic organization to sell alcoholic beverages for consumption on premises at outdoor events on public right-of-way in downtown area of St. Petersburg; provides that such events require street-closure permit from City of St. Petersburg; requires division to adopt rules, etc.
